The Dallas City Council held its regular meeting on January 5, at 5:30 p.m. With Mayor Kevin Six absent, Finance Commissioner Peggy Newberry called the meeting to order.
Commissioners present were Peggy Newberry, Harold Northup Jr., and Greg Olson. Carole McDowell and Kevin Six were absent. Also attending were residents Anne Thompson and Michelle Gold.
The council approved the minutes of the December 15, 2025 meeting and payment of bills.
Anne Thompson addressed the council regarding police coverage, stating that the absence of an officer on duty most days has become noticeable given recent events in town.
The council agreed to run newspaper advertisements seeking both full-time and part-time officers. They also discussed contacting Scott Rosson to determine what compensation he would require to serve as police chief, with Commissioner Northup agreeing to make the initial outreach.
The council then turned to trash collection issues. Residents have reported multiple missed Wednesday pickups by LRS over the past two months, with only one advance notification provided to the city. Some households experienced repeated missed collections, and customer service has been poor, with many phone calls going unanswered and some interactions described as belligerent.
Brad Jackson of B&K Waste Solutions expressed interest in providing trash service to Dallas City. Under their proposal, pickup would occur on Fridays instead of Wednesdays, no recycling bin would be provided, and they would accept mattresses and box springs for a fee of $60 each.
The council voted unanimously to terminate the contract with LRS effective January 31, 2026, due to failure to perform contractual obligations. They immediately approved entering into an agreement with B&K Waste Solutions to begin service on February 1, 2026.
Additional topics included potential streets needing oil and chip treatment this summer (the city clerk was directed to contact the engineer for a 2026 Motor Fuel Tax Resolution), the culvert on Pine Street south of the railroad crossing, and brush overgrowth along East First Street.
Commissioner Northup moved to adjourn, seconded by Olson, with unanimous approval.
