Dallas City Council Approves Legion Water Bill Exemption, Advances Infrastructure Projects

The Dallas City Council convened its regular meeting on August 4, at 5:30 p.m., with Mayor Kevin Six presiding. Commissioners Peggy Newberry, Harold Northup Jr., and Greg Olson were present, while Carole McDowell was absent.

Attendees included Anne Thompson, Jason and Michelle Gold, and Police Chief Gary Smith.

The meeting began with routine approvals. A motion by Newberry, seconded by Olson, passed unanimously to accept the minutes of the July 21, 2025, meeting.

Similarly, a motion by Olson, seconded by Newberry, to pay the city’s bills was approved by all present commissioners.

American Legion Requests

Jason Gold, representing the Dallas City American Legion, requested a key to City Hall to access guns stored for funerals and parades. The council had no objections to granting this access.

Gold also raised concerns about unexpected water bills for the Legion’s Memorial on West Third Street, noting he was unaware the water had been turned back on since October 2018.

He requested the Legion be exempt from water charges used for maintaining the memorial’s grass. A motion by Olson, seconded by Newberry, to exempt the Legion from these charges until further notice passed unanimously.

Police and Infrastructure Updates

Police Chief Gary Smith reported that the camera system at the boat docks is malfunctioning and announced plans to issue another round of Ordinance Violation Notices starting the following week.

Mayor Six praised the recent City Celebration, noting its success despite challenging weather conditions.

The council discussed ongoing projects, including the potential purchase of Father Schram Hall. No updates were received from the church regarding deed work.

The OSLAD project progressed with concrete pouring for sidewalks and benches ordered, with a pay estimate meeting scheduled for August 7.

The city also discussed acquiring property at 396 Oak Street, noting that the second owner has not yet signed the necessary paperwork.

Tree Removal and Street Maintenance

The council reviewed bids for removing a tree at 374 West Fourth Street. Maynard Tree Service bid $4,050 without city assistance, while Mike Dill offered $2,500 with city help for cleanup.

A motion by Northup, seconded by Olson, to accept Dill’s bid passed unanimously.

The council also considered painting parking lines on Oak Street.

Mayor Six reported that Mike Steele offered to sweep Oak Street from First to Fourth Street for $2,800, with discussions leaning toward painting only curb lines rather than the entire street.

Executive Session and Adjournment

At 6:10 p.m., a motion by Northup, seconded by Newberry, led to a brief executive session to discuss personnel matters under 5 ILCS 120/2(c)(1).

The meeting returned to regular session at 6:15 p.m. A final motion by Northup, seconded by Olson, to adjourn was approved, ending the meeting at 6:16 p.m.
