Dallas City Council Addresses Community Concerns and Infrastructure Plans

The Dallas City Council convened for its regular meeting on September 2, 2025, at 5:30 p.m., with Mayor Kevin Six presiding.

Commissioners Carole McDowell, Peggy Newberry, Harold Northup Jr., and Greg Olson were present, alongside community members Anne Thompson, Darren Smith, Mike Howley, Martha Jump, and Apryl Jump.

The council swiftly approved the minutes from the August 18 meeting, with McDowell, Newberry, Olson, and Six voting in favor, while Northup abstained. A unanimous vote followed to approve the payment of city bills.

Community inquiries took center stage. Anne Thompson raised questions about a vague posting at the recreation park, which Mayor Six clarified was for an upcoming A.B.A.T.E. event later in September.

Martha and Apryl Jump urged the council to consider a residential zoning ordinance and a “No Parking” zone along the south side of West Fifth Street between Oak and Cedar Streets. Mayor Six agreed to consult the city attorney on both matters.

Infrastructure discussions included the need for new cameras at the boat docks, with the police chief tasked to obtain pricing.

The council also addressed maintenance concerns, such as grass along the creek on the west side of Elm Street, with ownership of the property to be investigated.

Positive feedback was noted for the newly constructed walking path around the Wetlands Area, prompting Commissioner Northup to propose an Open House to celebrate the OSLAD walkway’s completion.

Commissioner Newberry requested access to the police officers’ work schedule to better understand staffing, a task assigned to the police chief.

Mayor Six updated the council on pending paperwork from the Catholic Diocese, with Ruth Higgins to notify the city once received.

A significant proposal came from Mike Howley, representing Verizon Wireless, who discussed erecting a cell tower on city property west of the boat dock parking lot. Howley assured the council that the tower’s radio frequency emissions meet federal safety standards. An alternative site near the water tank was considered but deemed unsuitable by Verizon due to utility constraints. The council will finalize its decision by the first meeting in October.

The council also set Trick-or-Treat hours for October 30, 2025, from 5 p.m. to 7 p.m., with unanimous approval. The meeting concluded with a discussion on the unvacated portion of East Fifth Street east of Maple Street, which will also be reviewed by the city attorney.
