Roseville Board Boosts Safety, Parks, and Water Systems

The Village of Roseville Board of Trustees convened for its regular meeting on September 4, 2025, addressing a range of community concerns and initiatives.

Led by President Taflinger, the meeting saw the attendance of Trustees McCullough, Kirby, Casteel, Barry, and Lybarger, with Trustee Gooding absent. Key village officials, including Treasurer Cindy Adkisson, Water Superintendent Tony Carlson, Zoning Administrator Robert Carlson, and Attorney Andrew Youngquist, were also present.

Public Forum

Resident Liz Pagel addressed the board, requesting an amendment to Ordinance 2025-3 to allow the keeping of female poultry within village limits. Trustee McCullough moved to include this request on the October agenda for further discussion.

Old Business

Fall Decorations: The board approved purchasing mums for village planters, with Clerk Karen Hayes coordinating with Roseville Floral and More and Camp’s Orchard. Funding will come from remaining grant money provided by the Roseville Community Foundation.

Dilapidated Properties: Trustees McCullough and Taflinger updated the board on efforts to address the Horath, Totten, and Mustread properties. Attorney Youngquist presented three options, with the abatement process deemed the most cost-effective.

The board agreed to pursue this approach to resolve issues with these properties.

Property Sale: Trustee Lybarger’s motion to adopt Ordinance 2025-9 for the sale of real property at 165 E Broadway was approved unanimously.

New Business

Traffic Safety: The board approved the purchase of a solar-powered radar speed sign for $3,668.86 to monitor speeding in various parts of town. The motion, proposed by Lybarger and seconded by McCullough, passed with unanimous support.

Water Bill Collections: Trustee Kirby’s motion to engage Collection Professionals in Macomb to handle past-due water bills was approved.

Additionally, the board agreed to discontinue pursuing uncollectible, outdated water bills and to shut off water service for accounts overdue by two months until paid in full.

Water Billing Upgrades: Treasurer Adkisson and Water Superintendent Carlson are researching new software with auto-pay and e-billing features to streamline water billing. Clerk Hayes reported receiving a DECO grant award from the Illinois Department of Commerce, with potential funds to support new meters and software. Hayes will update the board on next steps.

Financial Transfers: The board approved transfers for September bill payments: $15,000 from general interest-bearing to general checking, $20,000 from water/sewer interest-bearing to water/sewer checking, and $16,500 from MFTF interest-bearing to MFTF checking.

Payment of September bills was also approved unanimously.

Zoning Updates: Zoning Administrator Robert Carlson reported a request for a solar panel installation and noted that the Office of Assessments is requesting digital copies of zoning permits.

Tax Levy: Attorney Youngquist announced that the upcoming Tax Levy will include a 5% increase, with a draft to be presented in November.

Water System Compliance: Water Superintendent Carlson reported a successful IL EPA evaluation, confirming the village’s compliance.

Cross-connection surveys, required this year, are ready to be mailed.

Park Improvements: The board approved purchasing two baby swings for Eldridge Park at $238 each.

Additionally, a Julie request for planting a tree in the park’s southwest corner was discussed, with Carlson and Taflinger tasked with confirming the location.

Water Infrastructure: Carlson reported ongoing efforts to replace dysfunctional water valves. A home on South Main requires a new water line from the street, with installation scheduled for September 17 or 18, pending plumber connection per IL EPA regulations.

Water Leak Detection: The board approved purchasing a water leak detector for $1,495 to improve the efficiency of identifying leaks.

Village Hall Sign: Carlson and Taflinger updated the board on the installation of an information sign in front of Village Hall. The street vac will be used to dig holes for posts, which will be secured with concrete this fall.

Champion Tree Recognition: President Taflinger shared a letter from Dave Schonfelder, noting that a tulip tree in Eldridge Park has been designated a co-champion tulip tree in Illinois by an ISA-certified arborist, based on its circumference.
