La Harpe City Council October Meetings

La Harpe Council October 13th Meeting

At the La Harpe City Council meeting held on October 13th, the board approved sending Shumaker and Chief Edwards to visit Belleville Police Academy on November 11th and 12th (overnight).

Motion carried with a 4 to 3 vote, with Lenix, Clover, and McDowell voting no, and Miller, Shumaker, Stevens, and Mayor Hasten-Reed (tiebreaker) voting yes.

Committee Reports

RMA sent a breakdown for insurance.

Tim Graves updated on the sewer plant. The IRWA was there and did a sludge depth. It was around 5 1/2 feet deep. There was a rag of some sort in one of the pumps.

The last of the copper sulfate has been used. They will need copper sulfate for next year. There was another violation from the EPA. There will be another notification being sent out to customers.

David Little reported his truck has a broken belt on the front right tire. It will cost $463.00 for 2 front tires

Chief Tim Edwards went over the arrest sheet and police calls. The AR rifles were located. It will cost approximately $900.00 for ammo and 2 red dot scopes and flash lights for each AR rifle.

The time off request for employees was discussed.

City Clerk McPeak asked the council to appropriate funds from MFT to pay Galesburg Builders Supply $623.90 and MBS construction $2500.00 for sidewalk replacement at Dallas Neff residence.

There was only $2,500.00 allocated for sidewalks in the MFT Resolution. The City will pay the difference. The motions carried unanimously.

Treasurer Graves reported RMA Insurance would be $43,966.00. The discounted bill would be $43,528.84 if paid early in November.

Mayor Hasten-Reed reported the CGB elevator rents for an amount at $1500.00 yearly on the Johnson ground.

The Mayor stated that she will not be at the next meeting.

The September council minutes, treasurer’s report and pay bills were approved unanimously.

There was no one from Benton Engineering, so they will be on the next agenda.

Clover made the motion to approve sidewalk replacement between Haley Kienast and Shirley Anders. Shumaker seconded the motion. The motion was denied with all council members voting no.

OTHER OLD BUSINESS FOR DISCUSSION

The picnic tables at the City Park and the Reservoir have been painted. The weeds have been taken care of at the Cemetery, all from Community service.

The culvert west of the clubhouse will cost roughly $4,800.00 for the culvert and $4,800.00 for labor. These were priced by Beech Excavating.

It will be on the next agenda to discuss and take action to approve 4 mags, 4 gun mount flashlights, 2 gun mount red dot scopes, 400 rounds of ammo, and 2 tourniquets, for approximately $900.00.

There was a recall from Shottenkirk for the Dodge.

NEW BUSINESS

There was no action needed on garbage and items to set out for cleanup.

The cemetery mowing contract will be on the next agenda.

The Council voted unanimously to enter into Executive Session at 8:09 p.m.

The regular meeting resumed at 9:27 p.m. All were present for roll call.

OLD BUSINESS

It was approved unanimously to send a candidate to full time Police Academy in January.

It will be on the next agenda to hire a part time Police Department employee, to purchase equipment for full time Police Academy applicant, and to discuss and take action to hire a Street department employee.

There will be a joint Committee meeting on October 27th at 6 p.m. at the clubhouse to discuss Street applicants. This will require an Executive session.

La Harpe Council October 27th Meeting

At the La Harpe City Council meeting held on October 27th the board voted unanimously to appointed Alderman Randy Shumaker as Mayor Pro Tem.

Answering roll call were: Jeff McDowell, Marvin Miller, Randy Shumaker, Jim Lenix, Treasurer Monalisa Graves, and City Clerk Lucretia McPeak.

Absent were Dave Clover, Todd Stevens, and Mayor Katherine Hasten-Reed.

Also present: Dan Gillett, Tanner Smith, Macy Smith, Tim Graves, Tim Edwards, David Little, Greg Wisslead, Jeanette Ford, Vivaldi Roberts, Tracy McDowell, Doug Erickson, Cheyenne Cameron, Max Owsley and Josh Covert.

The Council met with the Benton Engineering representatives. They were there to introduce themselves (Doug Erickson and Cheyenne Cameron). They have been active since 1970 and have been in Macomb since 2008. They went over what they do and would be glad to help out on a job by job basis. The was no action needed at this time.

Tim Graves reported they have started putting new water meters in last week, and was hoping to get in 30 per week, with a total of 210.

Tim Edwards went over the arrest sheet and police calls.

Treasurer Graves reported training on November 7th for meters being synced with the computer. The Auditors will be here on November 13th and 14th. She inquired if anyone would be interested in receiving their water bills by email in place of mailing. There were a few council members interested in this.

Jeanette Ford thanked the council for cleaning up the property across from the Club House.

OLD BUSINESS

The treasurer’s report and to pay bills was unanimously approved.

The purchase of 4 mags, 4 gun mount flashlights, 2 gun mount red dot scopes, and 400 rounds of ammo for approximately $900.00 was unanimously approved.

The Tax Levy will be on the next agenda.

They voted unanimously to advertise and accept Cemetery mowing bids by December 8th.

The Council voted unanimously to go into Executive Session at 7:38 p.m.

The Regular meeting resumed at 8:35 p.m.

The following items were unanimously approved:

To hire a Street department employee pending notification of applicants and approval of offer.

Hire Tanner Smith as a part time Police Department employee at $20.00 hourly, starting November 3rd, with pending agreed contract prior to going to the Police Academy.

The purchase of equipment for the full time Police Academy applicant will be on the next agenda.

NEW BUSINESS

The Council voted unanimously to accept the resignation from Michael Donaldson as Street department employee effective immediately.

In other new business, for discussion only, it was discussed to allow Country Christmas to set up a truck and trailer on the vacant lot on Main Street for photos.

It was also stated there is a septic system issue.
