The Biggsville Village Board held its regular monthly meeting on Wednesday, October 1, at 6:36 p.m.
Mayor Eric Craig called the session to order following a brief presentation by Municipal Impact.
Trustees Stephanie Craig, Kathie Curtiss, Tamara Slater, Casey Goff, James McCabe, and Chris Webb were in attendance, along with Clerk April Hill, Maintenance staff Zak Spiker and Jaegar Craig, and resident Judy L. Gravgaard.
Minutes and Finances
The board unanimously approved the September meeting minutes, monthly bills, and treasurer’s report after a motion by Slater and second by Curtiss.
Streets and Water Department
Maintenance Supervisor Zak Spiker reported that a recent water main break has been fully repaired.
Jaegar Craig updated the board on a pump repair expected to be completed by the end of October.
Dallas City Rural Water recommended the Village purchase backup generators for the water tower and pump houses.
Craig and McCabe will work with DCRW to gather cost estimates and present them at a future meeting.
Trustees expressed concern over recent tampering with water shut-off valves and resulting damage to village property.
Staff will obtain repair estimates and additional details for the board’s review.
Zoning
Several residents have inquired about installing solar panels. The board agreed to request a draft ordinance from the village attorney for consideration.
Public Relations
The Beautify Biggsville group announced it will host Music BINGO and a performance by the band “Jive Radio” at The Barn at Fairview Acres on January 17, 2026.
Parks and Recreation
New playground equipment at Lindo Field is scheduled for installation sometime in October.
Old Business
The proposed hotel tax ordinance was tabled for further corrections. The board approved adding ACH (automated clearing house) electronic payments as an option for water/sewer bills (motion: Webb; second: McCabe; carried).
Trustees clarified that any remaining balance on a water/sewer account renders it past due and subject to disconnection if not paid by the shut-off deadline.
A new village website through Municipal Impact was approved to provide FAQs, emergency alerts, and an additional online payment platform (motion: Goff; second: McCabe; carried).
Curtiss reported that most residents cited for violations of ordinance 300A-5 (property maintenance) have cleaned up their properties.
New Business
The board reviewed bond coverage amounts for the Mayor, Clerk, and Treasurer.
Slater moved to reduce the amounts to standard coverage levels; Craig seconded, and the motion carried.
Adjournment
The meeting adjourned at 8:28 p.m. following a motion by Slater and second by Jamie.
