Dallas City Council Approves $434,421 OSLAD Walking Path Project

On July 7, 2025, the Dallas City Council convened its regular meeting at 5:30 p.m., with Mayor Kevin Six presiding.

Commissioners Carole McDowell, Peggy Newberry, Harold Northup Jr., and Greg Olson were present, along with attendees Anne Thompson, Alissa Tucker, and Doug Erickson.

The meeting began with unanimous approval of the June 16, 2025, meeting minutes and the payment of bills, with motions made by McDowell and Olson, respectively.

Alissa Tucker, representing the Dallas City Community School District, requested the city take on snow removal for the upcoming winter at $115 per service. The council declined, citing concerns about providing services to another taxing district.

Commissioner Newberry reported that the Dallas City Celebration Committee requested the grass around city hall be mowed for the city’s celebration the last weekend of July.

The council also discussed concerns from residents about a potential Verizon tower in town, though no decisions were made.

A significant agenda item was the OSLAD Walking Path project. Bids were reviewed, with Laverdiere Construction Inc. submitting the lowest at $383,421.

The council unanimously approved their bid, with a motion by Northup and seconded by McDowell. Doug Erickson proposed adding six benches and concrete pads for $51,000, also from Laverdiere Construction, which the council approved unanimously.

The Open Space Lands Acquisition and Development (OSLAD) grant program, administered by the Illinois Department of Natural Resources (IDNR), provides funding to local government agencies for the acquisition and development of land for public parks and outdoor recreation areas. Dallas City was awarded a grant for $600,000 in January of 2024.

Erickson reported a violation notice from the Illinois Environmental Protection Agency (IEPA). Benton Engineers is coordinating with TEST Inc. to address the issue, and potential causes and solutions were discussed.

Erickson also updated the council on ongoing work at the lift station project.

Mayor Six shared that a construction company offered to dump 65 loads of dirt on city property, but the council declined. Additionally, Sacred Heart Catholic Church offered to sell the Father Schram Hall building, including its contents, for $33,000.

The council approved the purchase unanimously, with a motion by Newberry and seconded by Olson.

The council addressed a tree at 374 West Third Street on city property that may need removal.

They agreed to solicit bids, to be opened at the August 4, 2025, meeting. An invoice from the Western Illinois Regional Council for $483 in 2025 dues was noted for further discussion at the next meeting.

The council entered an executive session at 6:29 p.m. to discuss personnel matters, returning to regular session at 6:59 p.m. The meeting adjourned at 7:00 p.m. following a unanimous vote.
