On Tuesday, July 8, the Henderson County Board held its monthly meeting at the Henderson County Courthouse in Oquawka.
Board members present were Bill Knupp, Brad Flatt, Kim Gullberg, Jon Corzatt, Kurt McChesney, Janet Stubbs, Deborah Pflasterer, and Richard Bigger.
Absent were Patty Daniels, Todd Miller, and Will Pruett.
Carla Ewing from the Health Department reported that a grant previously “clawed back” earlier in the year has been reinstated.
The department has received a strong response to the community health survey, which will help update the department’s five-year strategic plan, also known as the I-Plan, as required by the Illinois Department of Public Health.
The planning process is expected to be completed in early 2026. Residents can participate in the survey online or by paper copy.

Paper copies are available at the Henderson County Health Department (Gladstone) and the Extension Office (Stronghurst).
The board unanimously approved the Health Department’s monthly report and meeting minutes.
The claims approval was tabled for the next meeting, as board members had not yet received the claims.
The board unanimously approved the travel expenses of Ora Robinson and Jacob Marlow. Robinson traveled to Nebraska to transport a prisoner facing charges in Henderson County.
Rick Walker from the Highway Department reported that the first seal coat on the Keithsburg Blacktop was completed, and the seal coat project for County Road 11 was finished.
The department is moving forward with two bridge projects: one for a Lomax Township bridge over Honey Creek and the other for the bridge on Lock and Dam Road.
Both projects are in the final stages of planning and should be ready for bidding this fall.
The board unanimously approved the grant agreement for FEMA-4728-DR-IL with the State of Illinois, which must be completed every five years.
The County Treasurer’s monthly report for June was not ready and was tabled for the August meeting.
Kyle Pruett of Biggsville was unanimously appointed to the Henderson County Board of Review for a two-year term to fill the vacancy left by Bryan Heap.
Kim Gullberg reported receiving a proposal for the File Server Room Project. The quote was under the allocated budget, but service has not yet been scheduled.
The board unanimously approved the fiscal year 2024 audit and financial report, as well as the fiscal year 2025 audit proposal.
Jon Corzatt reported that the county ambulance service will hold a meeting on Tuesday, August 5, at the MST Fire Department in Stronghurst at 7:00 p.m.
Brad Flatt noted that the crews are pleased with the new ambulance, which has been in service for a few months and is a significant upgrade from the previous unit.
The board unanimously voted to keep closed session minutes confidential at this time.
There was no public comment, and no executive session was needed.
The next board meeting is scheduled for Tuesday, August 12, at 8:30 a.m. at the Henderson County Courthouse in Oquawka.
