The Village of Roseville Board held its regular monthly meeting on November 3, addressing key issues including water rates, property maintenance, infrastructure repairs, and financial matters.
The meeting, presided over by Village President Dan Taflinger, saw full attendance from trustees Flint McCullough, Mike Kirby, JR Casteel, Randy Gooding, Trina Barry, and Tracy Lybarger. Also present were Treasurer Cindy Adkisson, Water Superintendent Tony Carlson, Zoning Administrator Robert Carlson, and Attorney Andrew Youngquist.
Routine items were quickly approved, including the agenda, previous meeting minutes, and treasurer’s report.
Water Rate Increase and Billing System Upgrade
In a unanimous vote, the board approved a 5% increase in water rates, aimed at supporting ongoing maintenance and operations.
Additionally, trustees voted to switch to a new water billing software system called Locis. The upgrade will introduce modern features such as a customer portal, e-billing, and online bill payment options. Treasurer Adkisson will coordinate the installation.
Dilapidated Properties and Code Enforcement
Progress was reported on several dilapidated properties. Recent actions include mowing the Clark and Henderson yards. Attorney Youngquist will pursue next steps on the Dix, Swearingen (Ewing Trust), and Christner properties.
On a positive note, animal control officer Becka Livingston confirmed that residents Dickerson, Swearingen, Cokel, and Pagel have removed chickens from their properties, resolving violations of village limits on livestock.
The board also rejected a proposed ordinance amendment that would have allowed travel trailers on properties not zoned for them.
Infrastructure and Security Improvements
President Taflinger and Water Superintendent Carlson discussed ongoing issues with the storm sewer system, particularly infiltration problems requiring repairs. This will be a continuing project for the village.
A new concrete pad was poured at the lift station to support the generator and transformer. The generator remains mobile and can be used at the community center if needed until a dedicated one is acquired there.
Water Superintendent Carlson will request quotes from MTC for installing fiber optic cameras at the lift station and park to enhance security and provide real-time monitoring of power outages at the lift station.
The board approved the purchase of a Smartshore device from Core and Main for $9,910 to improve system operations.
Tax Levy and Financial Matters
The board unanimously adopted the Tax Levy Ordinance 2025-10.
Trustees approved fund transfers totaling $100,000 across general, water/sewer, and street/bridge accounts to cover November bills, followed by approval of the November bills for payment.
Other Updates
Attorney Youngquist noted that municipalities allowing public forum periods in meetings are now required to establish formal rules. He will draft an ordinance tailored to Roseville’s needs, based on examples from other municipalities, for consideration at a future meeting.
