Biggsville Village Board Approves Hotel Tax Ordinance and Advances Community Projects

The Village of Biggsville Board of Trustees convened for its regular monthly meeting on Wednesday, November 5, 2025, at 6:01 p.m., led by Mayor Eric Craig.

Trustees Stephanie Craig, Kathie Curtiss, Casey Goff, James McCabe, and Chris Webb were in attendance, while Tamara Slater was absent.

Also present were Maintenance staff Zak Spiker and Jaegar Craig, along with Clerk April Hill and resident Judy L. Gravgaard.

The meeting began with routine approvals. Stephanie Craig moved to approve the October meeting minutes, bills, and treasurer's report, seconded by Webb. The motion carried unanimously.

Streets and Water Department Updates

Maintenance updates highlighted successful repairs to the village's blower by Evans Machine and Repair, which the board praised for its quality.

Following a recent water main break, trustees discussed assessing the condition of fire hydrants, including plans to replace two aging units and address vehicle damage to another hydrant.

To prevent future water main issues, Maintenance Supervisor Zak Spiker is researching costs to replace outdated valves.

No updates were reported from the Zoning or Public Relations committees.

Parks and Recreation Progress

Mayor Craig reported that new locks have been installed on electrical services at village parks, and winterization of park bathrooms is underway.

The board also discussed repainting lines on the community basketball court to improve the facility.

Old Business: Key Ordinances and Initiatives

In a significant action under old business, Goff moved to adopt Ordinance 559, which implements a hotel tax for the village. The motion, seconded by Curtiss, passed without opposition.

Clerk April Hill provided updates on technology improvements. An ACH (Automated Clearing House) payment platform, developed in partnership with Advantage Computer/Jayhawk, is in the implementation phase and expected to be available by the end of November.

Additionally, a new village website is under development. The site will include a text and email notification system for residents to receive alerts about outages and other critical information, as well as direct links for signing up for automatic or online water and sewer bill payments.

Mayor Craig briefed the board on recent damage to village property, noting that follow-up with the Henderson County Sheriff’s Office and the State’s Attorney will occur this month.

A full update will be provided at the December 3 meeting.

Curtiss reported ongoing progress in property maintenance, with many residents addressing ordinance violations after receiving notices. Updated letters will be sent to those properties still out of compliance.

The board also reviewed rental procedures for the Community Building, discussing improvements to cleaning protocols, payment processes, facility access, and the installation of a new thermostat.

New Business

Looking ahead, trustees reviewed proposed 2026 meeting dates, maintaining the first Wednesday of each month except for April and July, which will shift to the second Wednesday. A complete schedule will be posted for public viewing.

An appropriations ordinance was tabled to allow for necessary corrections.

The meeting adjourned at 7:36 p.m. on a motion by Stephanie Craig, seconded by Webb, which carried unanimously.
