La Harpe City Council Approved Updated Non-Highway-Vehicle Ordinance

At the July 28th La Harpe Council meeting the council unanimously approved the updated Non-Highway-Vehicle Ordinance which pertains to golf carts, ATV etc. The council had been working for the last 2 or 3 months to add or change explanations and was for all Non-Highway-Vehicle. Permits are still required to run golf carts or ATV on streets and are not allowed on highway. They are allowed to cross Main Street. The fee for the permit remains at $10.

The council also unanimously approved:

Dave Clover noted the city hall has been sprayed by Seventh Son for bugs. First time cost was $130 and the $65 monthly.

City Treasurer Monalisa Graves stated 2 bills not on her report was the $130 for Seventh Son and $183.08 to US Cellular.

Interm Police Chief Tim Edwards stated he had estimated for 4 security cameras at city hall and a laptop for $3,900. Edwards explained the most important need was for a laptop.

City street employee Michael Donaldson stated he would like a small load of good cold patch for the streets. Council verbally agreed to allow the cold patch purchase.

Donaldson also noted he had ordered a load of big rock to go around culverts at the clubhouse.

Water Superintendent Tim Graves noted the city had received 2 violations from IEPA.

One was for lead service lines and the other was for the sewer plant. Graves noted the sewer plant was going to need repairs to their banks.

Graves explained with almost no precipitation from January-March, there was minimal flow which allowed for solids from the plant to exceed the allowable amount. Graves stated an engineering firm will need to be involved to acquire needed permits to remove sludge and apply on farm fields.

Graves also noted one of the pumps at the lift station on Archer Avenue was not working and would need to be taken out and sent in for repair.

In attendance was Mayor Katherine Hasten-Reed, City Clerk Lucretia McPeak, City treasurer Monalisa Graves, Aldermen Randy Shumaker, Jim Lenix, Todd Stevens, Dave Clover, Marvin Miller, City employees Tim Edwards, Tim Graves, David Little Daniel Carpenter, Michael Donaldson, and guests Josh Gebhardt, Chad Burt, Jeanette Ford, Josh Statler, Dan Gillett and Michael Rodeffer.
