La Harpe Council October 14th Meeting

At the La Harpe City Council meeting held on October 14th, the board received two price proposals for insurance for the city. Kyle Shell, with IPMG and Cindy Anders, with Ramsey Insurance, presented a proposal of $53,604, with an optional Cyber liability of $1,793 for 1 year.
Eric Little, with RMA, presented a quote, with Cyber liability included, for $42,035 for 1 year. These proposals will be on the next agenda for discussion and action.
The council set trick or treat night for Thursday, October 31st from 5 to 8 p.m.
Tim Graves reported they were having issues with the water meters. He stated since Phoenix Co. took over, the last ones ordered haven’t synced up with the program computer. They won’t replace them under warranty He will check with Midwest Meters to see if the end points are compatible with what is already in the ground and get some quotes.
Lucretia McPeak reminded the council of the consolidate election on April 1, 2025. Council seats up for election are Ward 1 Alderman-4 year term; Ward 2 Alderman-4 year term; Ward 2 Alderman-2 year unexpired term; Ward 3 Alderman-4 year term; and Ward 3 Alderman-2 year unexpired term. Independent papers for circulation are available from the clerk.

Heard from Clover that he had checked with Fortress Bank about getting a credit card for the city, but is not making much progress with them

Heard from David Little who reported on ordering sand, and Luby’s will be coming to check a panel light. A cylinder seal on the backhoe needs replaced

Heard from Scott Rosson that the police officers are not dog catchers. Also the body cams are almost up and running

Heard from City Clerk McPeak, who asked council to approve appropriating funds from MFT to pay Central Stone Company $197.82. The request was approved

Approved the September council minutes and the treasurer’s report

Approved the parade resolution for Country Christmas

Approved blocking off parking on the North side of Main Street from Center St. to 1st Street for Country Christmas

Approved the purchase of 2 bias-ply tires for the backhoe at $1,450.00

Approved having Ritter’s remove debris from the Lilac Bush in city park

Heard from Dan Gillett who expressed appreciation, on behalf for the Historical Society, for the Lilac sign in city park

In other business for discussion only the board:

Discussed a car on Main Street with bicycles leaning against it. It will be suggested to move it to the back of the building.

Discussed semi’s and trucks not parking around the park during Country Christmas. It will be on the next agenda to discuss and take action to follow ordinance on semi’s and trailers around the city park

Discussed patching part of a road at a residence

Graves told the council they have been exercising water valves and marking them all over them.

Dissussed the 3 lots on the East side of the Park were disussed and will be on the next agenda.

The moving of the Hospital sign will not be on the next agenda

No action was needed on the 2nd charger for the water meter reader

There was no action needed on the Nursing Home apartments

There was no action needed on people living in campers.
The council adjourned at 8:52 p.m. Answering roll call were: Dave Clover, Amanda Donaldson, Marvin Miller, Todd Stevens, Jim Lenix, Treasurer Monalisa Graves, City Clerk Lucretia McPeak, and Mayor Katherine Hasten-Reed.
