Second January meeting of LH City Council Hears more Reports, and Discussion

The regularly scheduled monthly meeting was called to order Januray 22nd at City Hall at 7:00 pm. Mayor-Katherine Hasten-Reed opened the meeting with everyone reciting the Pledge of Allegiance.

Answering roll call were: Dave Clover, Amanda Donaldson, Marvin Miller, Randy Shumaker, Todd Stevens, Jim Lenix, Treasurer-Monalisa Graves, City Clerk-Lucretiaa McPeak, and Mayor Katherine Hasten-Reed.

Also present were Dan Gillett, Darrell Kraft, and Lynn Hoyt.

There were no committee reports.

Other Reports:

City Clerk McPeak reported on a bill from Schulte Supply for $1,182.50 and asked the council to appropriate funds from MFT to pay this bill.

Clover made the motion to appropriate funds from MFT to pay Schulte Supply $1,182.50. Shumaker seconded the motion. Motion carried unanimously.

Mayor Hasten-Reed thanked Alderman Shumaker for going to Clayton, IL and getting information for FEMA, and signatures needed for FEMA forms. She is working on contracts for local labor, and an extension has been filed for 6th Street. The City may need contractors for this and is extended to November 1, 2024.

She is making weekly calls with FEMA, and the January 19th deadline is complete.

Public comment:

Darrell Kraft addressed the council with garbage pickup concerns.

He informed the council of North Drake Ave. being a City Street, and would like to see the road bladed once in a while, and gravel added.

Old Business:

Clover made the motion to approve the Treasurer’s report and pay bills. Lenix seconded the motion. Motion carried unanimously.

Shumaker made the motion to allow Bedwell Tree Service to dump tree debris at the City burn pile @ $100.00 per load, on a trial basis of 60 days, and revisit after the trial period. Donaldson seconded the motion. Motion carried with a 4 to 2 vote, with Donaldson, Miller, Shumaker and Stevens voting yes, and Clover and Lenix voting no.

There was discussion on adding cemetery plots marked on the City side.

Other Discussion: Megan Shipman would like to come to the next meeting.

Executive Session

Shumaker made the motion to go to Executive Session to discuss the appointment, employment, compensation, discipline, performance, or dismissal of specific city employees (OMA Sec. 2(c)(1)), to consider the performance of an occupant of a public office (OMA Sec. 2(c )(3), probable/imminent litigation (OMA Sec. 2(c)(11), and any other topics allowed. Stevens seconded the motion.

The regular meeting adjourned to Executive session at 7:54 pm.

The regular council meeting resumed at 8:07 pm.

Guests were no longer present.

There was no action needed on the IMEG mediation and/or settlement at this time.
