La Harpe City Council

August 28, 2023

The regularly scheduled monthly meeting was called to order at 7:00 p.m.

Answering roll call were; Dave Clover, Amanda Donaldson, Randy Shumaker, Todd Stevens, Jim Lenix, Treasurer- Monalisa Graves, City Clerk-Lucretia McPeak, and Mayor Katherine Hasten-Reed.

Also present were Jeanette Ford, Dan Gillett, Gina DeSpain, Troy McCrery, Andy Bastert, Tim Graves, Michael Donaldson and Lynn Hoyt.

Everyone recited the Pledge of Allegiance.

Finance reported on the Auditors contract to be signed and sent back. It will not exceed $21,000.00

Michael Donaldson would like to sell the 3 phase air compressor from the old water plant. There was no objection from the council.

Lynn Hoyt expressed the need for body cams. He would like at least 1 more within the next three months. He will get the prices for the council.

Mayor Hasten-Reed reported the City Attorney is working on the mediation process and looking into the steps on the side of the building of the old flower shop.

Clover made the motion to approved the Treasurer’s report and pay bills. Stevens seconded the motion. Motion carried unanimously.

Shumaker made the motion to approve Vehicle Towing and Impound Ordinance #2023-2 (Ordinance Amending Title IX). Lenix seconded the motion. Motion carried unanimously.

The Police department secretary position was discussed. An ad will be put in the Quill for this position. This will be on the next agenda.

Troy McCrery, with Fortress Bank addressed the council concerning a Sweep Account for the City.

Stevens made the motion to approved starting a Sweep Account with Fortress Bank, with Mayor Katherine Hasten-Reed, Treasurer Monalisa Graves, and Alderman Dave Clover to be signatories for the account. Shumaker seconded the motion. Motion carried unanimously.

There was no action needed on cleanup costs at this time, but will stay on the agenda.

The council discussed repairs to Carpenters’ city truck. This will be on the next agenda.

There was no action needed on the windfarm development for the Johnson trust.

Donaldson made the motion to approved $325.00 for a tandem load of black dirt delivered. Lenix seconded the motion. Motion carried unanimously.
