At the Wednesday, October 21, 2020, E-Learning Public Hearing and Regular Board meeting of the West Central C.U.S.D. #235 Board of Education, the following took place:
The E-Learning Public Hearing was called to order at 6:00 p.m. in the West Central Elementary School cafeteria by Board Vice President Brendan Schaley. All board members were present at roll call except Board President Jodi Arnold and Board Member Steve Lumbeck. Also present were Nancy Clark Superintendent Markey, WCHS Principal Jason Kirby, WCMS Principal Joe Peters, WCES Principal Kathy Lafary, and IT Wade Alexander. WCES Assistant Principal Andrea Freiden and Technology Director Melinda Frakes joined the meeting via Zoom.
Some Academic Excellence Award recipients and their families were also in attendance.
The board conducted a Public Hearing on the West Central C.U.S.D. #235 E-Learning Program. There were no comments offered by any member of the public on the E-Learning Program.
The E-Learning Public Hearing was adjourned at 6:02 p.m.
The regular board meeting was called to order at 6:02 p.m. in the West Central Elementary School cafeteria by Board Vice President Brendan Schaley.
All board members were present at roll call except Jodi Arnold and Steve Lumbeck.
Also present were Nancy Clark Superintendent Markey, WCHS Principal Jason Kirby, WCMS Principal Joe Peters, WCES Principal Kathy Lafary, and IT Wade Alexander.

Vice President Schaley led the audience in the Pledge of Allegiance.
Under Good News Items the following items were highlighted:
The oard approved the meeting agenda as presented with no additions or deletions.
There were no comments from the public.
The board approved the Consent Agenda. Items approved under the Consent Agenda included the following:
The board heard a report from the Building and Grounds Committee from their meeting on October 20, 2020.
The following items are scheduled to be completed in FY21:
a. Replace hallway lockers at West Central High School.
b. Replace flooring and doors in football press box at West Central High School.
c. Remove visitor wooden bleachers by football field at West Central High School.
d. Address traffic flow concern at West Central High School.
e. Replace backstop baseball fencing at West Central Middle School.
f. Repair backup boiler at West Central Middle School.
g. Replace windows at West Central Elementary School.
h. Install remaining water bottle filling stations.
i. Replace underground fuel tank on the north campus.
j. Replace wooden fencing around sewer pits.
k. Replace faded exterior signs on both the north and south campuses.
l. Remove dead trees on both the north and south campuses.
m. Oil and chip bus parking lot.
n. Explore options to repair West Central Elementary School parking lots.
The board discussed an FCC license owned by West Central School District. The board will explore leasing or potentially selling this license.
The board reviewed and heard reports from the building principals as well as a Technology Report from Mrs. Frakes, and an Athletic Report from Shane Tucker. The following items were noted in the reports:
The board approved the FY20 District audit report as presented. West Central C.U.S.D. #235 received a Total Profile Score of 4.00 out of 4.00 and a Financial Profile Designation of Recognition. They thanked the District office staff Nancy Clark, Shelly Nelson, and Jaime Shultz and the building secretaries and administration for their outstanding work to ensure accurate record keeping.
The board approved the approved the following board policies on 1st reading as presented:
Policy 2:260 - Uniform Grievance Procedure; Policy 2:265 - Title IX Sexual Harassment Grievance Procedure (NEW); Policy 5:10 - Equal Employment Opportunity and Minority Recruitment; Policy 5:20 - Workplace Harassment Prohibited; Policy 5:100 - Staff Development Program; Policy 5:220 - Substitute Teachers; Policy 7:10 - Equal Educational Opportunities; Policy 7:20 Harassment of Students Prohibited; Policy 7:180 - Prevention of and Response to Bullying, Intimidation, and Harassment; and Policy 7:185 - Teen Dating Violence Prohibited.
15. The Board approved a Resolution to Adopt an e-Learning Program in Lieu of the District's Scheduled Emergency Days as presented.
The board approved the West Central C.U.S.D. #235 E-Learning Program as presented.
The board took the following action in regards to personnel:
The next board meeting will be Tuesday, November 17, 2020 at 6:00 p.m. in the West Central Elementary cafeteria. The board adjourned at 7:29 p.m.
