Council Hears Liquor Request for Sundays

During public comment, Medardus Bundy, asked the council for consideration for a Sunday liquor license. Bundy has purchased the R & B Pitstop Bar and said he would like to open from 12:30 p.m. until 9 p.m. on Sundays.

The council discussed the existing ordinance and decided to put the matter on the next meetings agenda. The next meeting will be November 11th at 7 p.m.

Mayor Kat Hasten-Reed urged the council members to talk to the town's citizens and get their input. City Clerk Lucretia McPeak noted that the meetings are public and any citizen wanting to make comments may sign in and do so during public comment.

Tim Graves reported the computer at the maintenance shed had a virus and he would need to take it to Lionberger to be fixed. Graves also said the overhead door at the shed was not working properly and would need repaired. Graves noted a pump at the reservoir water plant was not working properly. The pump has been repaired, but Graves didn't know how long it would last. Graves said if there was any money left over from the water project, he would like to see it used for new water meters. Graves said there is still almost 400 meters which hadn't been replaced, and said an estimate of approximately $57,000 should cover all the meters we need.

Police Chief Larry Finch noted there had not been many dog complaints since several tickets had been issued.

Randy Shumaker reported people had been driving in the grass at the reservoir and rutting up some of the area.

Police Chief Larry Finch said he could post signs saying no driving on grass and fine anyone that doesn't obey it.

City Clerk Lucretia McPeak informed the council that the Golden Rule Club had decided to dissolve and would like to donate $1000 to the City of La Harpe for the basketball court fund at the city park and also donate $1000 to the City of La Harpe for the Christmas decorations upkeep.

IMEG's engineering representative, Megan Crook, reported the water tower still needed one more coat of paint on the interior and exterior and the logo added and it would be done. Crook said the overhead door should be installed tomorrow (October 29th) on the water plant building and also Nicor Gas has started to run the gas service to the building. Crook stated the electrical service to the lift station was $11,000, but that there was no cost for the service which was run to the new well.

There was some discussion on planting new trees in the park to replace some that had been removed.

The council approved a change order on Contract 3. The change order was a decrease of $32,016 because Laverdiere's did not have to drill as deep a well as was planned.

The council approved a change order on Contract 5 on the water tower. Since the council could not find an appropriate purple color for the tower it was decided to paint the water tower white and have purple and gold letters. That decision resulted in a $3000 decrease from the last price quoted.
