La Harpe Council Hears Of Next City Election - April 2nd

La Harpe City Clerk Lucretia McPeak announced at the regular meeting October 22, that the 2019 Consolidated Election will be April 2nd and the Offices up for Election for a 4 year term are: Mayor, Treasurer, City Clerk, 1st Ward Alderman, 2nd Ward Alderman, 3rd Ward Alderman, and a 2 year unexpired term for 3rd Ward Alderman. McPeak has Nominating Petitions available for anyone running for office.

The City Council met at City Hall at 7:00 pm for their final regular meeting in October.

It was reported that the dock at the reservoir has been installed and there may be a need for a catwalk or for the bank to be trimmed for access.

ESDA-next month is Cyber Security month. It would be advantageous to listen to Public Service Announcements.

The Street department needs a new tree saw. There is a tree on the La Harpe City right of way across from the Union Church which needs to come down. Prices will be checked into taking the tree down.

The Spray patching in town is almost completed.

Larry Finch reported that the Dodge truck is still having issues with the motor.

He also said, Marlie Burt will graduate November 3, 2018 from her police schooling.

City Engineer Eric Moe reported on the status of the LaHarpe Water Improvements. He stated the next step is to put out bids.

Public comment:

Richard Wood asked about the progress concerning the building on Main Street again.

Motions were made and carried to:

-Approve the Treasurer's report and pay bills.

-Approve settlement of the Bradon Finch Judgement.

-Approve to decline the Petition for Disconnection of property at 600 S. G Street.

-Approve to change the date on the IEPA Consent Order for installation of the raw water meter from September 21 to October 2, 2018.

-Approve to replace the circuit board in the furnace at City Hall, not to exceed $500.00 with parts and labor.

There was discussion on:

-The Illini West signs are in and ready to be installed by La Harpe City employees.

-The Safe Routes to School grant application:Eric Moe approached the council with a proposed preliminary design plan. Shumaker went over the Intergovernmental agreement. It would cost the City (not to exceed) $12,500.00, which the City would have to pay even if the Safe Routes to School Grant was not issued. This will be discussed further at a committee meeting.

-The IMEG payment for the Water Project will be on the next agenda.

-Issues with the Dodge Police truck were addressed. The council will look into various options, and no action was taken at this time.

-The Johnson Trust ground was discussed. The terms are up this coming year.

-The furnace situation at City Hall was addressed.

-The attendance of the Attorney at every meeting was addressed and it was left "to the needs on each agenda".

-Damage to City curbs and sidewalks were addressed.

The council meeting was adjourned at 8:21 pm.

Answering roll call at the beginning of the meeting were: Jerry Burford, Kelly Harkey, Greg Wisslead, Brian Covert, City Clerk-Lucretia McPeak, and Mayor Katherine Hasten-Reed. Dave Clover and Treasurer-Maggie Link absent.

Randy Shumaker joined the Council at 7:20 pm.

Also present at the meeting were: Larry Finch, Eric Moe, Dan Gillett, Trevor Finch, Max Owsley, Richard Wood, and Attorney Christopher Scholz.

The meeting had opened by reciting the Pledge of Allegiance to the United States flag.
