West Central Approves Tombstone Bowl for Bowling
At the Wednesday, September 26, 2018, regular Board meeting of the West Central C.U.S.D. #235 Board of Education the board approved an agreement to use Tombstone Bowl of Monmouth, as the bowling facility for WCHS Bowling team.
The meeting was called to order at 5:30 p.m.in the WCES cafeteria by Board President Jodi Arnold. All board members except Board Member Schaley were present at roll call.
The board conducted a Public Hearing on the FY19 District budget. There were no comments offered by any member of the public on the FY19 District budget.
The board was introduced to all new certified staff by building principals. They awarded the WC #235 Board of Education Academic Excellence Award to the following students:
Class of 2019 - Harrison Fisher, Molly Parsons, and Jenna Robertson; Class of 2020 - Macy Benge, Tyler Collins, Dylan Gibbs, Jayde Henry, Erick Rothbone, and Wesley Stewart;
Class of 2021 - Mikayla Lange, Halee Porter, Johanna Sterett, and Ethan Vanscoy. The board recessed their meeting at 5:32 p.m.
The board reconvened their meeting at 6:00 p.m.
President Arnold led the audience in the Pledge of Allegiance.
Under Good News Items the following items were highlighted:
- WC 5th grade students attended a Safety Day, which was sponsored by the Henderson/Warren County Farm Bureau.
- The WC Music Department has created a new performing group, the WCE Children's Choir. Currently, they have 56 members participating in this after school activity.
- Congratulations were given to the West Central Livestock Judging teams for competing at the John Wood Community College Livestock Judging contest.
The team results and individuals are listed here:
- JV Team #1--1st place team overall out of 55 teams (2nd year in a row), 1st place team in Sheep and Goats, 2nd place team in Beef, and 5th place team in Swine.

- Ruby Gittings--10th place individual overall and tied for 1st in Sheep and Goats
- Dayne Gittings--13th place individual overall

Extremely proud of all 12 students for competing and representing their school well at an event that had over 360 individuals and 100 teams competing in 2 divisions. Our 3 students that are not yet in high school are competing against high school students.
- West Central thanked the Henderson County Highway Department for filling the potholes in the beltway.
- West Central staff thanked the Belted Cow for the free drink coupons.
- The FFA participated in the 10 Gallon Milk challenge and donated 27 gallons of milk.
- Mr. Peters, Mr. Tucker, Mr. Hennings, and Mr. Boyle attended a Future Ready training in the Chicago area on September 17 and 18.
- Members of the administrative team attended a Crisis Management for Schools Training on September 19.
- West Central staff participated in a De-escalation training on September 14.
- Mrs. Frieden presented to the elementary staff on Trauma Informed Practices.
- Staff and students did a nice job during the recent tornado warning.
The board approved the meeting agenda with two additions:
Mr. John Hennefent addressed the board regarding the possibility of starting a Trap Shooting/Archery Club. Mr. Travis Vancil addressed the board regarding bussing.
Items approved under the Consent Agenda included the following:
- The minutes of the August 22, 2018, Special Meeting and Closed Session
- The minutes of the August 22, 2018, Regular Meeting and Closed Session
- The August 2018 bills, building Activity Account Reports, and the August 2018 Treasurer's Report.
The board reviewed the Sixth Day Enrollment Report. The Sixth Day enrollment for the District Pre-K through 12th grade is 771. This is an overall decline from FY18 of 30 students.
The board discussed data gathered for them by Athletic Director Shane Tucker regarding WCMS Softball. The board directed Superintendent Markey and Athletic Director Tucker to schedule a parent informational meeting to determine interest. A date will be set and communicated.
In other business the board:
- heard a report from Superintendent Markey and the Building and Grounds Committee members regarding the September 11, 2018 Building and Grounds Committee meeting and district facility needs.
- The board reviewed and heard reports from the building principals as well as a Technology Report from Mrs. Frakes, a report from our District Psychologist and Special Education Director, Shaila Ayer, and a report from Shane Tucker, our Athletic Director.
- took no action on Agenda Item X.A. Consider Approval of Architects Annual Inspection Report for District Owned Temporary Buildings.
- approved the continuation of the elementary After School Assistance Program to 4th and 5th grade students as presented.
- approved the payment of a stipend to School Improvement Plan (SIP) team members at all three buildings and to Response to Intervention (RtI) team members at the elementary as presented.
- reviewed information pertaining to the District FY19 budget. The board was informed that the budget is a deficit budget.
- Following a brief discussion the board approved the district budget for FY19. Estimated revenue for FY19 is $9,662,293. Estimated expenditures are $10,648,560.
- approved the WCHS FFA to attend the National FFA Convention in Indianapolis, IN October 24-26, 2018 as presented.
- approved the Ag Three Circles grant as presented.
- approved eliminating the 6th grade girls' basketball schedule for the 2018-2019 school year due to low numbers of participation.
- approved increasing substitute pay to $95.00 per day effective September 27, 2018.
- approved a Ticket Taker policy as presented.
- reviewed the 2017-2018 Administrator and Teacher Salary and Benefit Report. The report will be posted to the district website.
The board entered closed session at 8:00 p.m. to discuss the following subjects:
- The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.
- Collective negotiating matters between the school board and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees.
The board exited closed session at 9:04 p.m.

The next regularly scheduled meeting will be Wednesday, October 17, 2018 at 6:00 p.m. in the West Central Elementary cafeteria.
