The Village of Biggsville board meeting was called to order at 7:00 p.m. on September 2nd with the pledge of allegiance.
Trustees present: Brian Sterett, Nanci Sterett, Jeff West, Diane Gonzalez, Kevin Mortimer, and Kathie Curtiss.
Brian Sterett made a motion to accept the minutes with the amendment that we were discussing the chicken variance, the invoices, and the treasurer report. Nanci Sterett 2nd motion carried.
James Rogers reported that the streets had been resurfaced. There were a couple alleys that need to be checked in the spring to see if they need to be done.
The pumps need to be cleaned every year. Brian moved we sign a maintenance contract for one year with Mississippi Valley Pump to complete the task. Jeff West 2nd motion carried.
The Test, Inc. contract will be up in September. We will be checking into another company that would be closer to Biggsville and discuss what would be best.
Jeff West stated he gave out a building permit. Everyone was given a copy of a variance for chickens to be taken home for discussion at the October meeting.
Tyler Haas inquired about the ordinances for putting up a fence in his yard. Jeff will give him the measurements and any other information he will need.
Paul Duvall would like to have either a closed sign or gravel for the alley behind his house. There is a low spot and it fills with water. Nanci made a motion to purchase two signs stating Closed to thru Traffic Diane 2nd motion carried. James will purchase the signs.
The parks committee would like to have some of the trees replaced that were around Reid Park and the Fire Department. Tyler Haas was appointed the chairman of the parks committee. They would like a liaison from the Village Board. This will be discussed at the next meeting. There was discussion as to where the Blacksmith s building should be moved.
There will be a parade for the Biggsville Pioneer Trail Days on September 26. Diane Gonzalez has more information. Nanci would like everyone to let her know if they will be having a garage sale that week end. She would like to create a map for people to find each garage sale.
The Fire Department is having a Fall Festival on October 3, 2015. Brian made a motion to allow them to close Water Street, behind the homes, on that day, Nanci 2nd motion carried.
A copy of the Oquawka Golf Cart ordinance was passed out to take home and look over. It will be discussed at the next meeting if we want an ordi nance for golf carts and what we would like in it.
A proposed lease for the fire department taking over the well was discussed and will be tabled till next meeting.
A Zoning Enforcement Officer was discussed and tabled to the next meeting for closed session.
At 9 p.m. Brian made a motion to adjourn to closed session to discuss employee evaluation and salary. Kathy 2nd motion carried.
Kathy made a motion to adjourn closed session at 9:09 p.m. Jeff 2nd motion carried.
Brian made a motion to increase the salary for the maintenance position. Jeff 2nd. Motion carried.
Diane made a motion at 9:15 p.m. to adjourn Brian 2nd motion carried.
