Village of Biggsville Board

The Village Board met in regular session June 1st with Bill Ewing, Village President presiding.

Under old business, Scott Kammerman from Missman's Inc. reported about the water tower painting project.

Scott Kammerman asked about the range of dates that will be allowed to collect bids for the project and what papers the village board wanted to advertise in and for how long.

The range dates are June 15, 2011 to July 15, 2011 and to advertise in The Chicago Tribune and The St. Louis Post Dispatch for two weeks.

Brian Cochran asked about insurance requirements for the water tower project and Scott Kammerman from Missman's reported that there are standard requirements that are listed in the bid packet and the village would get a copy of the packet to put on file.

Bill Ewing made a motion to change the range dates to accept bids for the water tower painting project from June 15, 2011 to July 15, 2001 to June 15, 2011 to June 29, 2011, so the bids can be opened at the next scheduled regular meeting July 6, 2011 and Travis Pence seconded. Roll was taken and all present accepted motion.

Brian Sterett made motion to go into closed session at 7:33 p.m. and was seconded by Scott Rhinehart. Roll was taken and all present accepted motion.

Brian Cochran made motion to come out of closed session at 9:10 p.m. and was seconded by Brian Sterett. Roll was taken and all present accepted motion.

Brian Cochran made motion to hire Jimmy Rogers as the Maintenance Supervisor/Marshal at the salary of $7500 a year and Mike Hendrickson as the part time hourly maintenance person at $10/hour under the direction of Jimmy Rogers and seconded by Brian Sterett. Roll was called and Brian Sterett and Brian Cochran voted yes and Scott Rhinehart and Travis Pence voted no and with the tie Village President Bill Ewing voted no.

Travis Pence made a motion to hire John Bellegante as the Maintenance Supervisor/Marshal with the salary up to discussion at a later date and seconded by Scott Rhinehart. Roll was called and Brian Sterett and Brian Cochran voted no and Scott Rhinehart and Travis Pence voted yes and with the tie Village President Bill Ewing voted yes.

Scott Rhinehart made motion to hire Mike Hendrickson as part time maintenance person to be under the direction of the Maintenance Supervisor/Marshal, John Bellegante and seconded by Brian Sterett. Roll was called and all present accepted motion.

Travis Pence amended his motion to hire John Bellegante as the Maintenance Supervisor/Marshall to include the salary of $7500 per year and seconded by Scott Rhinehart. Roll was called and all present accepted motion.

Scott Rhinehart made motion to start the new village employees effective immediately and seconded by Travis Pence. Roll was called and all present accepted motion.

Reports

Parks and Recreation

Scott Rhinehart reported that there were some lights out at the ball park that needs to be fixed and Ross Bigger has looked at the lights but needs additional equipment to fix the lights.

Brian Cochran made motion to get the lights fixed at the ball park and to see if Mark Shafer would be willing to help out by allowing his bucket truck to be used in the process of fixing the lights and seconded by Travis Pence. Roll was taken and all present accepted motion.

Scott Rhinehart reported on the Parks and Recreation Committee last meeting and that the committee is requesting the total amount of funds of $555 for hanging plants, supplies for cleaning the restrooms, garden hose limb cutter and gutters and downspouts. The village board wanted to remind the parks and recreation committee that expenses under $100 would be reimbursed for supplies but the gutter and downspout issue for Reid Park would need to be looked into further and might be possible that the new village employees could be able to do the repairs.

Brian Sterett made motion to reappoint the Parks and Recreation Committee to a two year term with the Village Board's thanks and appreciation for all of the time and hard work that has been already donated and seconded by Scott Rhinehart. Roll was called and all present accepted motion.

Scott Rhinehart reported that a fee of $400 was mentioned to the girls softball association to help pay for the use of the lights at the ball field.

Scott Rhinehart made a motion to charge a fee of $10 for every night that the concession stand is being used starting with the 2012 ball season to help off set the cost of the electricity that is being used and seconded by Brian Cochran. Roll was called and all present accepted motion.

Dan Gibb reported that the Parks and Recreation Committee recommended that the fee of rental of the parks be changed to $20 usage fee with $10 refundable if hosts clean up after the event with the effective date of July 1, 2011.

Brian Cochran made motion to accept the park and recreation committee's recommendation to change fee of rental of parks to $20 with $10 refunded if the park is cleaned up to the committee member's approval and seconded by Scott Rhinehart. Roll was called and all present accepted motion.

Maintance

Bill Ewing reported that the maintenance shed was in need of new windows, door and locks.

Zoning

Reported from Randy Anderson - three permits were given out to Hal Smith, Raymond West and Randy Anderson.

Old Business

Scott Rhinehart reported that there was a police car that had been used by Des Moines County that was going to be auctioned off on line and thought the car would go for $2000 to $2500.

Brian Cochran made a motion for the new village employees and board members to take a look at the car with the stipulation that it was worth the amount of $2500 before biding on the vehicle and seconded by Brian Sterett. Roll was called and all present accepted motion.

Dan Gibb reported that J. David Hill had been storing four pallets of water system equipment at his residence and the board will need to find a new place to store it.

New Business

Bill Ewing reported on a proposed 4-wheeler route.

Brian Sterett made a motion to set a $100 expense limit on charge accounts without needing the approval of the village board for John Bellegante, Mike Hendrickson and Bill Ewing and seconded by Brian Cochran. Roll was taken and all present accepted motion.

Brian Sterett made a motion to have the village start on line banking with Casey Bank and seconded by Travis Pence. Roll was called and all present accepted motion.

The Board approved adjournment of the June meeting at 11:04 p.m. and seconded by Travis Pence.

Roll was taken and motion was accepted by all to adjourn the June meeting to July 6.

Bill Ewing, Village President opened the meeting by leading the Pledge of Allegiance at 7:00 p.m.

Clerk, Cindy Rhinehart, took roll call.

Minutes from the May 4, 2011 regular meeting were circulated by Cindy Rhinehart, Clerk and the minutes were approved as presented by Scott Rhinehart and seconded by Brian Sterett. Roll was called and all present voted to accept minutes as presented.

Treasurer's report was presented. Brian Sterett moved that treasurers' report be approved as presented and seconded by Scott Rhinehart. Roll was called and all present voted in favor to accept report as read.

Bills were circulated by Cindy Rhinehart, Clerk. Brian Sterett moved the bills be paid as read and seconded by Scott Rhinehart that orders be drawn on the treasury for the same. Roll was called and all present voted in favor of paying the bills as read.
