Biggsville Village Board

September 1, 2010-

The village board met in regular session with Brian Sterett, Village President presiding and with the following present: Trustees-Bob Onion, Brian Cochran and Gloria Minard; Clerk-Cindy Rhinehart and Visitors-Amanda Cochran, Janet Monville and Tom Edmunds.

Absent was Trustee-Renee Sprock and Jenny Hopkins and Treasurer Consultant-Gloria Jones.

Brian Sterett, Village President opened the meeting by leading the Pledge of Allegiance at 7:06 p.m.

There wasn't a treasurer's report to present. Bills were approved for:

IL Rural Water Assoc; Gloria Jones; Cindy Rhinehart; Brian Sterett; Nancy Sterett; AmerenIP; Ebert Supply Co; Menards - W Burlington; Susie Goff; Jeff Lant; Test Inc.

The following Reports were:

Parks and Recreation

Bob Onion reported that he had a few concerns about the parks not being kept up with.

He reported that the mowing at the parks have not been done on a timely basis.

The trash from the concession stand hadn't been to the curb, the concession stand hadn't been cleaned up, and a fan had been left running after the last game of the season.

He also reported that the switch in the men's restroom wasn't working.

The board members discussed a change in the future on how the concession stand would be run and possible guidelines for running the stand.

A request was made for the board members to make a short term and a long term list of duties for the maintenance person to be responsible for and to consider a back up maintenance person for times when Jeff Lant isn't available.

They were asked to bring their lists to the next meeting to discuss any changes in duties.

Streets

Streets on the East end of town have been chipped and oiled.

Water

Water bills that have been past due have been a problem and residences water will be shut off after the 10th of the month if the account is 2 months behind.

Old Business

Heather Lant turned in her resignation as the Biggsville Village Treasurer.

New Business

Tom Edmunds requested a contract to change the recycle pickup fee from $100 per month to $150 per month with the stipulation that the container needed to be kept organized.

Tom Edmunds also stated that him and one of his employees had organized the recycling bin on three different occasions and wanted to be compensated for his time.

Motion was made by Brian Cochran for the village to pay Tom Edmunds $150 per month to pickup the recycling at the recycling bin. The motion was seconded by Gloria Minard and roll was called and accepted by all present.

Motion was made by Brian Cochran to pay Tom Edmunds $120 for cleaning up the recycling bin for 3 different occasions. Seconded by Gloria Minard and roll was called and accepted by all present.

Contract was signed by Brian Sterett, Village President for Tom Edmunds to get paid $150 per month to pick up the recycling from the recycling bin.

Janet Monville from the Henderson County Economic Development handed out the Housing Needs Assessment Study for Henderson County.

Janet explained the reason for the study and some of it's high and low points.

Gloria Minard made a motion for Gloria Jones to be the treasurer consultant until December 2010. The motion was seconded by Bob Onion and roll was called and motion was accepted by all present.

Bob Onion made a motion for the meeting be adjourned at 8:25 p.m. and seconded by Gloria Minard. Roll was taken and motion was accepted by all to adjourn. The next meeting dates are Oct. 6th, Nov. 3rd, and Dec.1st.
