Village Of Biggsville

April 1, 2009.

The Village of Biggsville board met in regular session with President Allenbaugh presiding and the following present:

Trustees-Brian Cochran, Marilyn Evans, Jennifer Hopkins, Gloria Minard, Bob Onion, and Brian Sterett.

Clerk-Frank Jones.

Treasurer-Gloria Jones.

Visitors-Cindy Rhinehart, Jamie Allenbaugh, Richard Liby, Kevin Mortimer, Rob Fisher of Nova Cablevision, and Dan Gibb entering at 7:10 p.m.

President Dale Allenbaugh opened the meeting by leading the Pledge of Allegiance to the Flag followed by Frank Jones calling his last roll call attendance after 38 years service as Village Clerk.

Rob Fisher, of Nova Cablevision, was present asking if the Village of Biggsville would be interested in their Cablevision service. They offer cable, internet, fiber network, and phome service all in one cable.

Future plans are for extended broad band. Internet is $39.95 per month (with cable) and basic cable is $49.00. This cable will be installed on AmerenIP poles. Dale Allenbaugh will notify the residents in the water quality mailing later this month.

Kevin Mortimer asked if the village had any interest in the recycle position and Dale Allenbaugh said there was. Kevin offered to help train this new person.

Minutes of the regular meeting were read by Clerk Frank Jones and approved.

President Dale Allenbaugh checked on the lien on the Stout property and this property has not been sold as implied by Rich Plate.

The village has two liens against this property.

In Treasurer Gloria Jones's treasurer's report she advised that AmerenIP paid the claim for the damaged water main on the Goff property.

The Treasurer's Report and all bills were approved.

Reports-

Parks and Recreation-Dan Gibb reported the calendar has several events scheduled and girls softball team will use the diamond for practice.

Dale Allenbaugh asked Bob Onion to check on the status of the lawn mower deck.

Dan Gibb said both basketball backboards are broken at Reid Park. Gibb asked if the village would pay $400 and that Steve Gibb, Rick Bishop and himself would pay the remaining amount.

Installation will be by volunteers. Brian Cochran moved to accept the offer presented, seconded by Jennifer Hopkins. Roll was called and all present voted yes.

The board discussed the repairs needed on the playground equipment at Lindo Park.

Bob Onion moved the village repair the rings, straps, and big swing at Lindo Park at an estimated cost of $200.00. The motion died with no second.

Brian Cochran moved the village repair the rings, straps, and replace the big swing with two single swings for up to $200.00 and if the cost exceeds $200.00 in repairs, the estimated cost will need to be approved by the board before repairs are made, seconded by Gloria Minard.

Roll was called: Brian Cochran, yea, Marilyn Evans yea, Jennifer Hopkins yea, Gloria Minard yea, Bob Onion nay, and Brian Sterett yea. Motion carried.

Public Relations-Dale Allenbaugh said the Annual Consumer Conference Report will be mailed shortly.

Streets-Dale Allenbaugh suggested the village have the streets oiled and chipped in 2009.

Gloria Minard moved to have Dale contact Henderson County for an estimate seconded by Brian Sterett. All voted yes.

Brian Sterett said the village needs a "Children Playing' sign placed both directions on Highway 94. Dale Allenbaugh will have Jeff Lant place the signs.

Dale Allenbaugh said he had a request to gravel the side of a street for parking. It was decided the village will not pay for gravel for parking along the side of the street. If you want gravel it would be at the residents expense.

Water-Dale Allenbaugh reported representatives from Rural Development will perform a safety inspection of the water and sewer systems.

Dale Allenbaugh said the yearly water contract with Dallas Rural Water has expired and a meeting is scheduled April 8, 2009, to discuss this contract.

Maintenance-Spring maintenance for yards is scheduled for April 18, 2009, (with April 25, 2009 as the rain date).

New Business

Election-Dale Allenbaugh scheduled April 29, 2009, for swearing in of the newly elected board members and clerk. Allenbaugh asked if anyone is interested in being President/Mayor.

Treasurer Gloria Jones asked the board to lower her salary from $200.00 per month to $165.00.

Brian Cochran moved to accept treasurer Gloria Jones' request to change the treasurer's salary to $165.00 per month effective May 1, 2009, seconded by Jennifer Hopkins. Roll was called and all present voted yes.

Old Business

Recycle Person-Brian Cochran moved the village offer the interested person the recycle position $40.00 per month and this person could have the Iowa deposit cans seconded by Brian Sterett. All voted yes with Dale Allenbaugh agreeing to contact the interested person.

President Dale Allenbaugh advised the trustees they need to take part in their assigned committee activities.

Brian Cochran moved the meeting be adjourned at 8:53 p.m. to enjoy cake, ice cream, and cookies thanking Marilyn Evans for 18 years of service, Clerk Frank Jones for 38 years and Dale Allenbaugh for six years seconded by Gloria Minard. All approved.

The next regular meeting will be on Wednesday, May 6, 2009 at 7:00 p.m. at the Biggsville Community Building
