Biggsville Village Board Meeting

The Board met in regular session with President Dale Allenbaugh presiding and the following present: Trustees-Brian Cochran, Marilyn Evans, Jennifer Hopkins, Gloria Minard, Bob Onion, Clerk-Frank Jones. Maintenance Man-Jeff Lant.

Absent were Trustee Brian Sterett and Treasurer-Gloria Jones.

Visitors were Sandy and Glen McClanahan, Brad and Jennifer Bell, Ed Purchase, and Randy Anderson.

Dale Allenbaugh reported the interest rate for the Water Project is 2.7566% for 40 years, and he reported that the village had more than one dumpster of trash on Trash Bash.

He also said to hook up the generator for the sewer system would be approximately $2,500.

Bob Onion had a complaint about his water being brown.

Reports

Parks and Recreation-President Dale Allenbaugh reported that the tether ball is missing and the back board is cracked at Reid Park.

Jeff Lant reported the playground equipment at the ball park is worn and will provide a list of what is needed to repairs. The board asked Jeff to remove the damaged items until fixed. Bob Onion asked if a grant is available for playground equipment repairs. Bob will check on this.

Jeff Lant said the village needs a dumpster. Dale Allenbaugh will check on prices.

Public Relations-Marilyn Evans reported the sidewalk at the old school needs mowed, weeded, and brush removed.

Dale Allenbaugh reported the village will receive $369,300 for Housing Rehab for ten homes. There is also meetings for those on the 8th of July at 6:30 p.m. at the community building.

Zoning-Dale Allenbaugh reported the village needs a Zoning Board. This board will have five members and hold meetings. By not having this board the village is not complying with an existing Ordinance. Brian Cochran moved to change the Ordinance to eliminate the Zoning Board and still retain the Zoning Officer, seconded by Bob Onion. Roll was called and all present voted yes. Dale will have the Ordinance changed.

Building permits are required within the village for structure changes or variations to zoning areas. Also, projects need to be completed as stated in the permit.

Old Business

Dilapidated trailers-Jennifer and Brad Bell advised the board that they were re-doing the plumbing on their trailer and it should be completed in three weeks. Ed Purchase advised the board that his trailer is ready to have the water on. Jeff Lant will turn the water on so Ed can see if he has any leaks. The third trailer is going to be torn down.

New Business

Bob Onion asked what is going on with the property located in the East end of town. No one really knows.

Brian Cochran had some improvements for Trash Bash. He said the hours need to be shortened so the container service can get to the landfill while it is still open. This will allow for the dumpster to be removed from the village so it isn't overfilled during the night.

The Village of Biggsville appreciates ADM Grain for their donated truck and services for Trash Bash.

Brian Cochran suggested that volunteers from the village should help clean up certain areas within the village. He suggested the village ask permission from the owner of the old school and plan a work day on Saturday, July 19th to clean up the sidewalk and trim the trees. Cochran suggested that this type of community effort be continued as required. If permission is granted, Dale Allenbaugh will post flyers.

Bob Onion moved the meeting adjourn at 8:35 p.m. seconded by Gloria Minard. Roll was called and all present voted yes.

The next regular meeting will be on Wednesday, August 6, 2008 at 7:00 p.m. at the Biggsville Community Building.
