Village of Gladstone

December 10, 2007

All trustees of the Village of Gladstone were present at 7:00 p.m. on December 10, 2007, for their last meeting of the year at the Community Building including Hetrick, Bielser, Sebastian, Hopkins, Manes, Stewart, and Mayor McKinney.

Jim Hetrick reported that water customers who had received their second delinquent notice would have their water service shut off, pending more discussion at the January meeting.

There were discussions regarding the burning of the house on Locust Street. The village attorney may send a letter to the owner.

There was also a discussion on the mayor's signature of which it was decided to leave as is for Manes as an alternate signature.

A motion was made by Sebastian to purchase up to $300 worth of Christmas candy, fruit, etc, second by Hetrick. Motion carried.

A motion carried made by Mike Hopkins to accept the subordination agreement regarding John Russell's loan, second by Hetrick.

A motion made by Hetrick carried to accept tax levy ordinance #144, second by Byron Sebastian.

Motion by Hetrick to clean up the brush on Lynn Street was seconded by Manes.

Sebastian gave a report that was contrary to what Mayor McKinney had reported a month earlier, that he (Sebastian) had attended a meeting involving the railroad and one crossing will be closed in Gladstone.

Mayor McKinney would set up a special meeting to receive town input.

Scott Kelly's bid of $65.00 per hour with a maximum of $375 per plowing for snow removal was passed with a motion by Hetrick and seconded by Hopkins. The tractor issue will be discussed at January's meeting.

A motion was made by Byron Sebastian, second by Hetrick, to leave the heat turned off at the old Mobil station. Motion carried.

A motion was made by Junior Bielser to change the deadline for the agenda, by noon on the Friday before the board meeting. Second by Hopkins. Motion carried.

Clerk Hetrick presented a copy of the quarterly report which was prepared and submitted by Rural Development.

Guests present were John Russell, Jim Dunn, Frankie Johnson, Magaret Johnson, Tom Morrison, Don Olson, Scott Kelly, and Randy Goble.

Village meetings are held the second Monday of the month at 7 p.m.
