Biggsville Board Hears Water Tower In Good Shape

The Biggsville Village Board met in regular session September 5th and Board President Dale Allenbaugh passed around pictures taken of the inside of the water tower. The paint on the top and bottom is okay and overall the tower is in good shape.

It was suggested to drain the tower and steam clean, then inspect this area of the water tower. This needs to be done this fall.

Dale Allenbaugh said he will send letters to the four land owners that have not signed their easement for the water project.

Dale Allenbaugh presented a bill from Missman Stanley & Associates for $2,085.50 for the Environmental assessment. This leaves approximately $20,000 in the original grant funding.

Allenbaugh suggested to pay Missman Stanley & Associates the $5,503.00 for the additional five easements over the original estimate and pay $15,500.00 for water main design.

Marilyn Evans moved to use the remaining grant funds to pay the engineering costs spelled out seconded by Gloria Minard. Roll was called and all present voted yes.

Gloria Minard moved the village have the water tower steam cleaned this fall for approximately $1,000.00 seconded by Brian Cochran. Roll was called and all presented voted yes.

Clerk Frank Jones presented the treasurer's report. Bob Onion moved the treasurer's report be approved as presented and seconded by Brian Sterett. Roll was called and all present voted yes.

Dale Allenbaugh reported the village has spent approximately $4,000 on oil and chipping the alleys. Dale is concerned that the manhole covers were not protected prior to oiling.

Bills were read by Clerk Frank Jones. Gloria Minard moved the bills be paid as read and seconded by Brian Cochran that orders be drawn on the treasurer for the same. Roll was called and all present voted yes.

Reports-

Parks and Recreation-Dale Allenbaugh stated the Dick Reid property has never been deeded to the village. This transfer will actually be from Glen Olson to the village.

Up coming events- 1) Heritage Days is September 28, 29, and 30, street dance the 28th, parade on the 29th, Biggsville U. P. Church Chicken Noodle Dinner at 11:00 a.m. on Saturday, September 29th, and a ten mile bike ride at 2:00 p.m. on the 29th.

The Lynn Hotel and museum will be open. Anyone interested in having an entry in the parade please call Janet Monville.

Dale Allenbaugh said the Cook family is willing to donate the property north of the apartments to the village. There are approximately 1.49 acres of land but only a small portion is flat. Bob Onion moved to authorize Dale Allenbaugh to have deeds drawn up for both properties seconded by Brian Sterett. Roll was called and all present voted yes.

Parks continued-Dale Allenbaugh said there are no light bulbs in the shelter house at Lindo Field. Also, there is no trash pick up at Reid Park. Bob Onion reported that the trash barrels at Lindo Field are being used for personal use.

Public Relations-Dale Allenbaugh passed around a letter from a water/sewer customer stating there is a family member in the household that is on Medical Alert status and the water can not be shut off.

This customer also had a letter from the doctor on this matter. The village will reply in writing to the customer on this matter.

Streets-Dale Allenbaugh reported the alley's have been oiled and chipped.

Frank Jones reported that a couple of trees needed trimmed on Valley Street because they are blocking vision.

Water-Dale Allenbaugh reported that Dallas Rural Association has spent approximately $4,000 for the Village of Biggsville to become a customer. This explains why the village will be charged a hook-up fee of $7,000.

Maintenance-As mentioned previously the manhole covers in the alleys need to be opened.

Zoning-Dale Allenbaugh reported he has received complaints about the properties owned by Eric Wixom and he will contact Wixom.

Other standing committees of the village board had no specific reports.

Old Business-

Bob Onion asked if the village will cover expenses incurred while organizing the Heritage Day Parade. The village will cover the expenses.

Brian Cochran moved the village donate $200.00 to the Parade Committee for participation awards, all approved.

The meeting adjourned at 8:43 p.m.

President Dale Allenbaugh opened the meeting at 7:00 p.m. by leading the Pledge of Allegiance to the Flag. Roll call was called by Clerk Frank Jones.
