Village Of Biggsville

Minutes of the regular meeting, November 1, 2006.

The Village of Biggsville board met in regular session with President Pro Tem Dale Allenbaugh presiding and the following present: Trustees-Jack Brokaw, Marilyn Evans, Gloria Minard, Bob Onion, and Brian Sterett. Treasurer-Gloria Jones. Clerk-Frank Jones. John Roegiers of Missman Stanley and Associates, Dan Gibb, and Jim McKinney.

President Dale Allenbaugh opened by leading the Pledge of Allegiance to the Flag.

Roll call was called by Clerk Frank Jones.

John Roegiers of Missman Stanley and Associates reported on the engineering status. The field surveys are complete. They are working on property surveys to provide to the Village of Biggsville's attorney for the easements. Construction plans will be submitted to the EPA shortly. They are also working with the Illinois Department of Transportation (IDOT) for a permit to go under Highway 34/94.

Dale Allenbaugh reported he has completed the income survey for the ten households between Media and Biggsville and submitted them to WIRC.

John Roegiers said the village needs to pass a Resolutions for the Illinois Department of Transportation allowing the village to construct a water main across Highway 34/94. This resolution will allow IDOT to grant permission to cross under Highway 34/94.

Gloria Minard moved the village pass the resolution to allow the construction of the water main to cross under Highway 34/94. It was voted upon and approved.

Roegiers advised the board that a decision needs to be made on where to locate the meter station near Biggsville.

The Minutes of the regular meeting were read by Clerk Frank Jones and approved.

Treasurer Gloria Jones presented the treasurers report. Jones said the village has received the sewer hook-up fee for Muriel Oaks. The report was approved.

Bills were read by Clerk Frank Jones. Dale Allenbaugh pointed out if the IMLRMA Insurance bill is paid annually the village may take a 2% discount. The bills were approved to be made.

Gloria Jones asked if the rent from the parks needed to be earmarked for park expenses. The answer was no.

Reports-

Jack Brokaw reported that light bulbs are being removed from the shelter houses.

Dan Gibb reported the youth group from the Biggsville Presbyterian Church have been cleaning up both parks.

The restrooms have been winterized and Dick Reid fixed the ropes that were cut on the playground equipment.

The Park Committee expressed the need for a compost pile and asked the board where one could be located. It was decided to replace the dead trees in the spring.

Lights-Marilyn Evans reported the street lights have been fixed.

Public Relations-Dale Allenbaugh reported a complaint about 4-wheeler noise. Jim McKinney asked what could be done about the 4-wheeler noise. Dale Allenbaugh said this falls under the category of Disturbing the Peace but you need proof when reporting to the Sheriff's Department.

Streets-Dale Allenbaugh reported that Jeff Lant said the wiring harness needs fixed on the snow plow. Lant had also priced a new plow at $4,713 plus an additional 5% discount by ordering now. Jack Brokaw suggested the snow plow lights be hooked up to a switch inside the truck and turn on as needed and no harness would be required.

Sewer and Lagoon-Dale Allenbaugh reported that it would be no problem for West Central to hook on to the Biggsville sewer line, there is plenty of capacity.

Clerk Jones read a letter from Greg Fulkerson of TEST replying to the Illinois EPA finding from their recent audit of the village. They sited the problem with radiation in the water and stresses that seldom used wells need to be operated or exercised regularly.

Water-Gloria Jones asked if a rental property owner had the water shut off while not occupied would there be a $50.00 charge to have the water turned back on. Yes, there will be a $50.00 turn on fee.

Other standing committees of the village board had no specific reports.

New Business-

Dale Allenbaugh suggested the village charge 1 1/2% per month for past due water/sewer bills. This was discussed and Jack Brokaw moved the village charge a flat rate of $5.00 per month for all past due bills one month delinquent, effective January 1, 2007, seconded by Brian Sterett. Roll was called and all presented voted yes.

Dale Allenbaugh suggested the village raise the water rates in each 2007 and 2008 so the increase when hooked on to Dallas Rural Water would not be a big increase all at once.

Old Business-

Clerk Frank Jones asked if anyone had any questions on the Annual Report for Fiscal Year, May 2005 through April 2006. Gloria Minard moved the Annual Report be approved as prepared, seconded by Brian Sterett. Roll was called and all presented vote yes.

Dale Allenbaugh reported that new bids were received for the Bundy property.

Dale Allenbaugh reported that Village Attorney Ron Stombaugh had told him the village will be getting a summons. Clerk Frank Jones reported he was served a summons at 6:05 p.m. November 1, 2006 by the Henderson County Sheriff's Department. Dale Allenbaugh read the summons to the board. The village has 30 days to reply with a "plan of action' to supply water to the property of Larry and Donna Bundy. Dale Allenbaugh will contact the insurance company and get with Village Attorney Ronald Stombaugh.

Dale Allenbaugh showed the board a pair of rusty vice grips he found on a water shut off. They adjourned at 9:33 p.m..

The next meeting will be on Wednesday, December 6, 2006 at 7:00 p.m. at the Biggsville Community Building.
