Biggsville Board Meeting

At the Wednesday, June 21 meeting of the  Village Of Biggsville Minutes

Minutes of the regular meeting, June 7, 2006.

The board met in regular session with President Janet Monville presiding and the following present: Trustees-Dale Allenbaugh, Jack Brokaw (7:10 p.m.), Marilyn Evans, Gloria Minard, Bob Onion and Brian Sterett. Clerk-Frank Jones. Absent-Treasurer-Gloria Jones. Visitors-Dan Gibb, Bill Leonard, and Don Burns of Rural Development.

President Janet Monville opened the meeting by leading the Pledge of Allegiance to the Flag.

Roll call was conducted by Clerk Frank Jones.

Minutes of the regular meeting were read by Clerk Frank Jones. Bob Onion moved the minutes stand approved as read and seconded by Gloria Minard. Roll was called and all present voted yes.

Frank Jones presented the treasury report prepared by Gloria Jones. Dale Allenbaugh moved the treasury report be approved as presented and seconded by Brian Sterett. Roll was called and all present voted yes.

Bills were read by Clerk Frank Jones. Gloria Minard moved the bills be paid as read and seconded by Brian Sterett that orders be drawn on the treasury for the same. Roll was called and all present voted yes.

Don Burns of Rural Development reported the Engineering Agreement for the Water Project with Dallas Rural Water has been approved by Rural Development.

President Janet Monville reported for John Roegiers of Missman Stanley & Associates that a meeting has been scheduled for the land owners between Media and Biggsville. Private easements will be used when possible.

President Janet Monville reported nothing has transpired with the Bundy property. The board discussed the need for a decision. Janet will have the village attorney send a letter to have a decision by July 1, 2006.

Reports-

Parks-Dan Gibb-Minutes of May 22, 2006 meeting. The Reid Park restroom project has $5,265 in funds. Gibb reported the ball park restrooms need tended to during the week. The rest room at Reid Park is progressing and the Park's Committee would like an honor roll for those that have worked on this project. The committee is still looking for materials for under the playground equipment. The responsibility of the lights at the parks was discussed. Who is responsible, the village or users? Parks clean up was discussed. The committee discussed a fee for using the ball park.

Dale Allenbaugh moved the Park's Committee set up a fee structure for the ball facilities for next year, seconded by Jack Brokaw. Roll was called and all present voted yes. Dan Gibb will present this motion to the Park's Committee.

Bob Onion said plans are to have a Community Picnic on August 20, 2006 at 12:30 p.m.

Janet Monville reported that Glen Olson said the village has standing water at Arthur and Bridge Streets. Monville said Jenna Link will work with Jeff Lant on mosquito control.

Dan Gibb mentioned a possibility of skate board users to construct an area in the northwest corner of the ball park. Nothing has been heard from the users.

Lights-Janet Monville-The request from Mick Pulse to have a street light installed on East Lincoln Street has been taken care of by Pulse. Monville will meet with a AmerenIP representative to discuss village lights.

Public Relations-Marilyn Evans reported the museum being built by Jerry Weibel will be ready by Heritage Trial Weekend and have a Grand Opening.

Gloria Minard reported that Trash Bash was a success and a second dumpster had to be ordered and Chief's Recycling had two trailers.

Dale Allenbaugh-Grass needs mowing on some private properties. The board discussed having private property owners clean up their property and the village follow through until satisfied. Also discussed was junk, cars, weeds, and debris. Dale Allenbaugh moved the village send letters to those in violation by June 15, 2006, notifying them to have said property cleaned by July 15, 2006, if not cleaned, a summons issued, seconded by Gloria Minard. Roll was called and all present voted yes.

President Janet Monville reminded the board that part of the agreement with Chief's Recycling was to reimburse him for gasoline costs. Jack Brokaw moved the village pay Chief's Recycling $100.00, seconded by Marilyn Evans. Roll was called and all present voted yes.

Water and Sewer-The board discussed delinquent bills. For those not current after the 10th the service will be discontinued.

President Janet Monville reported that Muriel Oaks needs a sewer hookup.

Zoning Bill Leonard-A permit has been issued for the museum on Main Street.

Leonard also stated the village needs to consider a vicious dog ordinance. Leonard will provide a sample ordinance for the next meeting.

New Business-

Jack Brokaw thanked Brian Sterett for all the work he did for Trash Bash.

Clerk Frank Jones read Resolution 06-0107, Capital Assets. Dale Allenbaugh moved Revolution 06-0107 be approved, seconded by Brian Sterett. Roll was called and all present voted yes.

Dale Allenbaugh mentioned the asphalt cost and that corners in the village need work.

Clerk Frank Jones discussed the Tax Appropriation Ordinance #438 for FY2006/07 and Tax Levy Ordinance #439 for FY2006/07. Jack Brokaw moved that Tax Appropriation Ordinance #438 totaling $372,738 for all funds, General, Water, Motor Fuel Tax, and Sewer, (including $171,590 for the Water Quality Project) and Tax Levy Ordinance #439 for period May 1, 2006 through April 30, 2007 totaling $4,935 be approved, all present voted yes.

The board discussed the vandalism that has occurred in the village.

The next regular meeting will be on Wednesday, July 5, 2006 at 7:00 p.m. at the Biggsville Community Building.

Gloria Minard moved the meeting be adjourned at 10:05 p.m. and seconded by Bob Onion. Roll was called and all present voted yes.
